Abstract

Portland City Councilor Charles W. Harlow, the chairman of the council's Public Safety Committee, yesterday said the committee will not be rushed into making a decision on Scarborough Downs owner Joseph Ricci's proposal to operate an off-track betting parlor in the city. Ricci wants to put a parlor into J. R. Flanagan's, a downtown restaurant, and needs the support of the city council before he can seek approval from the state Harness Racing Commission. Ricci's lawyer and consultant yesterday urged Harlow's committee to act swiftly on the proposal. Details.
