An informal poll of South Portland residents and city councilors yesterday showed that most supported the city manager's decision to discipline police chief Robert M. Schwartz and two top officers for sex discrimination against Detective Linda Barker. Two city councilors questioned why the city council was not told about the matter before the suspensions were handed out, and some residents felt the punishment should have been more severe.
