Abstract

Former Senator and Secretary of State Edmund Muskie yesterday played a tape recording of a child's frantic 911 call to police to a group of Maine jurists in the State House Hall of Flags in Augusta as part of a Law Day observance. Muskie said the call, in which the crying 5-year-old reported that his drunk father was beating his mother, is a common occurence in the state, and could have been prevented if adequate legal assistance had been available. Five years ago, Muskie headed a study of the legal needs of the state's 230,000 poor people. Details.
