Abstract

The Millinocket Whitewater Association has proposed a two-day whitewater rodeo on the West Branch of the Penobscot River as a way to promote tourism in the Millinocket region. The state Bureau of Parks and Recreation, which manages the Penobscot Waterway, says the event isn't consistent with the conservation easements by which the state took over the development rights and recreation management on the river and other waters in the North Woods. Officials in Millinocket are trying to overcome the state's opposition to the plan. Details.
