Abstract

The Passamaquoddy Tribe is claiming that on November 13, 1992, it asked the state to work out a deal with the tribe to allow a casino under the federal Indian Gaming Regulatory Act, but Gov. McKernan's office disputes that the request occurred. Under the federal law, states must negotiate within 180 days of a tribe's request, or the tribe may sue. John Devine, the governor's legal counsel, believes the matter will become a federal case. Details.
