Abstract

U.S. District Court Judge Gene Carter yesterday denied a request by Scarborough Downs owner Joseph Ricci to block today's Maine Harness Racing Commission hearing. The racing commission is scheduled to meet consider disciplinary action against Ricci for his actions on April 20, when he delivered an obscenity-laden tirade against state harness racing officials over the public address system at Scarborough Downs.
