Abstract

Peter Bowman of Kittery, a member of the 1993 federal Base Closure and Realignment Commission and a former commander of the Portsmouth Naval Shipyard, yesterday said the decision by Congress to proceed with next year's round of base closures could help the Kittery shipyard survive. There is some speculation that a third round of closures will occur in 1997, which would effectively reduce the number of closures in 1995. Details.
