Abstract

Residents of the St. Andre's neighborhood in Biddeford have organized an anti-crime network called CrimeWatch in an effort to reclaim the area from the crime and deterioration that have set in. Two weeks ago, police raided a Hill Street apartment and arrested eight people on drug charges, and neighbors on the street outside cheered. Details.
