Abstract
Residents of the St. Andre's neighborhood in Biddeford have organized an anti-crime network called CrimeWatch in an effort to reclaim the area from the crime and deterioration that have set in. Once a tight-knit neighborhood of Franco-Americans centered around St. Andre's Church, the area in recent years has become home to transients, drugs and crime. Two weeks ago, police raided a Hill Street apartment and arrested eight people on drug charges, and neighbors on the street outside cheered. Details.
