Abstract

Portland police chief Michael Chitwood violated a city ordinance when he ordered fliers to be place on cars parked in the Old Port area warning motorists of a rash of car buglaries. Chitwood stopped the distribution when told of the ordinance, and he has offered to pay the fine if anyone objects. Only 100 of 5,000 fliers were actually posted. Chitwood hasn't decided what to do with the remainder.
