Abstract

Editorial questioning whether anything positive will actually result from a consent degree that will likely resolve a lawsuit brought by Portland and other co-plaintiffs in an attempt to force the state to provide services for the mentally ill. Although the state acknowledges that it has an obligation to many more mentally ill persons than it was previously willing to recognize, the decree requires the state provide services only "to the extent possible and within available resources." This potential loophole means that the decree will work only if the Legislature and govenor work in good faith.
