Abstract

Although many residents in southern are very unhappy with the auto emissions tests that are due to go into effect in Maine's seven southern counties in July, lawmakers are unlikely to change the program. Federal law requires a 15 percent reduction in ozone-causing emmissions in Androscoggin, Kennebec, Knox, Lincoln, Sagadahoc,and York counties by 1996 and failure to meet the deadline could cost the state $70 million a year in federal highway dollars and spark litigation with the company that holds the contract for emissions testing.
