Abstract

Justice Sidney W. Wernick yesterday gave preliminary approval to a plan to settle a lawsuit challenging the state's treatment of the mentally ill, after first making changes clarifying Maine's obligations to mentally ill people. The settlement gives the city of Portland and other plaintiffs much of what they asked for when they sued the state in January 1993, and should receive the court's final approval after a July 22 public hearing.
