Abstract

So many incumbents in the state Legislature have decided not to seek re-election that nearly 40 percent of the 186-member body will consist of freshmen after the fall election. Political observers believe the passage of term limits is largley responsible for the huge turnover. Some lawmakers who could have served one more term decided to step down early rather than being forced out of office in 1996.
