Abstract

Scott Baumann, a spokesman for CarTest, said between 700 and 800 vehicles would be tested at the seven centers administering the state's new auto emissions tests on the program's first day. At the Kennebunk test site, 19.8 percent of the vehicles tested by 4:30 P.M. yesterday had failed, close to the 20 percent failure rate predicted by Systems Control, the firm running the tests.
