Abstract

Scarborough Downs will probably not host any outdoor concerts this year, since the concert season is well under way and racetrack owner Joseph Ricci and concert promoter Don Law Co. have yet to file plans with the town. The town rewrote its mass gathering ordinance to accommodate Ricci and Don Law, who would also need a permit to alter wetlands to make room for additional parking at the facility. Details.
