Abstract

Westbrook officials are working on an aggressive economic development strategy that includes a proposal to acquire wetlands and wildlife habitat to trade with regulatory agencies for the right to develop plots containing lower-value wetlands. Two other key components of the strategy include the creation of a huge new Tax Increment Financing district and the formation of a municipal electric utility to cut power costs and attract businesses.
