Abstract

Westbrook mayor Kenneth M. Lefebvre yesterday made public a letter being sent to residents and businesses in the city that says the municipality has a unique opportunity to lower its residential and commercial electric rates, thereby making it more attractive to new industry. Officials of S. D. Warren Co. helped draft the letter, and the mill could be a major beneficiary if the city forms a municipal electric utility. S. D. Warren generates more power than it consumes, and a contract under which Westbrook buys the mill's excess power could keep the mill operational beyond 1997, when its contract with Central Maine Power Co. expires.
