Abstract

The newly revived Scarborough Taxpayers Association contends that the town is spending too much on legal costs and that it should either put the work out to bid or hire a full-time staff attorney and paralegal to do the town's legal work, which, over the past two years, has cost $360,000. The town contends that its legal costs have been high because the town has been aggressively upgrading and enforcing its shoreland zoning, sign, and mass gathering ordinances, as well as developing regulations affecting model airplanes, day-care programs, and adult-oriented businesses. Compares Scarborough's legal fees with those of other communities in southern Maine.
