Kenneth Allen, a suspect in a state ballot-tampering investigation, said he will not return to his job as executive assistant to House Speaker John L. Martin when his one-month suspension for treatment for alcoholism ends this week. Allen said he would not seek an immediate return to work because of the ballot-tampering controversy.
