Abstract

Of the five New England states with auto-emissions testing programs, Maine's is the most stringent, but the federal law will require the other states to put similar programs in place by next year or face tough sanctions that could impede economic growth and cost millions of dollars in federal highway funds. Vermont is the only New England state that currently has no testing program whatsoever. With a comparison of the testing programs now in effect in the six-state region.
