Abstract

The Maine Taxpayers Action Network, a coalition of 83 local citizen groups, this month voted to go ahead with a petition drive to put a referendum on the November 1995 or 1996 ballot asking voters to impose a statewide cap on property taxes. Coalition leaders want voters to approve a measure that would limit local property taxes to one percent of a home's 1994-95 assessed value, with tax values frozen until homes are sold. The proposed law is modeled after California's controversial Proposition 13. Property taxes in the state are typically closer to two percent of market value. Details.
