Abstract

Representatives of the federal Environmental Protection Agency yesterday told a state legislative panel that Maine's new automobile emissions testing program is a technical success that is suffering from poor public relations. The EPA, which under the federal Clean Air Act is required to impose sanctions on states that fail to comply with the act, has pledged to work with the state to improve the test as much as possible. Maine would lose $72 million annually in highway funds under an EPA sanction, and would probably lose an additional $66.5 million next year in funding for special projects. Details.
