Abstract

The Westbrook Police Department recently published a 13-chapter, 14-appendix procedures manual, only the fourth in the department's history. Work on the manual began in 1988, and it lays out clear guidelines for situations in which police officers may find themselves. Capt. John Schmidlin is the primary author of the document, and the department's unionized officers contributed. Details.
