Abstract

Superior Court justice Bruce W. Chandler yesterday ruled the state in contempt for failing to carry out the Augusta Mental Health Institute consent decree, and threatened to impose civil penlaties if it fails to live up to the numerous measures outlined in the 1990 AMHI settlement. In ruling on the suit filed by AMHI residents, Chandler ordered the state to fully fund programs required by the consent decree in the 1996-97 budget year, and to submit by December 1 a plan for carrying out all aspects of the decree.
