Abstract

The city of Portland has hired Scott Stoll, 40, to spend time in Monument Square to learn about the youths and young adults who have made the square their home. The loiterers are bored and aimless, and business owners in the square say they are cutting into profits. Stoll, who has done outreach work among the homeless of Portland and Boston, is being paid $520 per week for four months, and is expected to make some insightful recommendations to city officials and business leaders on ways to deal with the situation.
