Abstract

Second in a series entitled "Empty Nets, Sinking Hopes," an examination of the fishing industry. Federal policies led to a 71 percent increase of the New England fishing fleet between 1976 and 1982, which contributed to the decimation of the fisheries. Regulators failed to respond to modern gear that harvested more than the ocean could produce, and a political treaty with Canada resulted in the concentration of New England boats in a small area.
