Abstract

The new $27 million Cumberland County Jail, the state's largest, on September 8 was the scene of an escape by inmate Philip Destefano. The apparent ease of the escape has exposed weaknesses at the Portland facility, and is prompting taxpayers to question its safety and security. The jail has previously been in the spotlight because of political feuds, communication breakdowns and morale problems among corrections officers. Details.
