Abstract

Joseph Ricci, owner of Scarbrough Downs race track, is seeking permission to establish an off-track betting parlor in a Portland restaurant. David E. Redmond and Anthony A. Armstrong are Ricci's consultants on the project, and between them they count seven of the eight Democratic city councilors among their friends and associates. The two have discussed Ricci's plans individually with all eight Democratic councilors, prompting Cheryl Leeman, the only Republican on the council, to complain about back-room politics. Details.
