Abstract

Joseph Ricci, owner of Scarborough Downs racetrack, yesterday said that he will not comply with conditions set by the Maine Harness Racing Commission. The commission imposed a $1,000 fine on Ricci for his April 20 tirade over the public address system at the racetrack, ordered him to stay away from the racetrack for 60 days, refrain from using the track's public address system for the rest of this year and have an evaluation regarding substance abuse. Ricci said his lawyers will go to court to challenge the penalties. Details.
