Abstract

The town of Madison has for years been a municipal utility, and recently won the right to buy power at the lowest bid price. Doing so has allowed the utility to lower rates and expand its service area, prompting other municipalities to explore similar options. The Westbrook City Council on August 29 voted to send the question of forming a utility to a November referendum, and Old Orchard Beach, Jay and Norway are also considering forming municipal utilities.
