Abstract

Critics of Maine's automobile emissions testing program say that 95 percent of the state's industrial air polluters are not tested regularly, creating a double standard that unfairly targets automobile drivers in the seven southern counties subject to the emissions test. Louis Fontaine of the state Department of Environmental Protection said the state relies on random inspections of industrial plants. Around 475 of the state's 500 plants are not monitored regularly, while emissions at 25 of the major industrial plants and incinerators are monitored continuously or hourly.
