Sixteen entrepreneurs have established businesses in Portland's so-called arts district during the past six months, a level of activity unprecedented since the retail corridor began to decline more than a decade ago. Area merchants six months ago established the Downtown Arts District Association, and are hoping to capitalize on the area's urban feel and its attraction for artists and students.
