Abstract

The Portland City Council yesterday appointed 19 members to the Citizens' Housing Committee, created six months ago to determine the appropriateness of sites selected for group homes. The creation of the committee was a compromise between social service agencies and people who live near group homes, and strikes a balance between preserving the residential character of neighborhoods and upholding fair housing laws.
