Abstract

The Portland City Council will tonight consider a compromise plan to limit group homes. The plan recommends establishing a 19-member Congregate Housing Committee, which would determine the appropriateness of sites for group homes and transitional housing. Housing providers would be asked, but would not be required, to submit their plans to committee. Some city councilors believe the plan contains no restrictions because it does not include zoning restricts, while others say it goes too far because it asks housing providers to deal with yet another layer of bureaucracy.
