Abstract

Joseph Ricci, owner of Scarborough Downs race track, yesterday said he wants to open an off-track betting (OTB) parlor in Profenno's Restaurant on Main Street in Westbrook. Ricci already is trying to open OTB parlors in Portland, Biddeford and Kittery, and hopes to open two more in western Maine near the New Hampshire border. The Portland City Council is currently investigating the effects of OTB parlors elsewhere, and Winthrop and Old Orchard Beach have rejected Ricci's proposals to open parlors in those towns.
