Abstract

Joseph Ricci, owner of Scarborough Downs racetrack, wants to open an off-track betting parlor at J. R. Flanagan's Sports Bar and Restaurant on Brown Street, which has been closed since last October. There is a moratorium on parimutuel-betting applications in Maine until at least the fall, but Ricci hopes it will be lifted. The Portland City Council yesterday postponed until July 17 a request to grant a liquor license to J.R. Flanagan's. Details.
