Abstract

The decline in stocks of groundfish and the development of new federal lobster laws are contributing to a renewed effort among lobstermen to restrict how many lobsters fishermen can legally catch in their nets. The issue will be a contentious one as the new federal laws are developed, and will be a subject of debate at the upcoming International Lobster Congress, to be held in Portland on October 28 and 29.
