Abstract

Biddeford mayor James M. Grattelo summoned TV and newspaper reporters to announce the arrest of Elwin "Al" Martin, 62, on charges of operating a prostitution ring out of his downtown frame shop. This was part of Grattelo's effort to publicize Biddeford's push to revitalize its downtown, which has lost jobs and retail customers since the decline of the mills that used to employ many of the town's residents.
