Abstract

Instructions from Portland city manager Robert Ganley to the Portland Department of Parks and Public Works to remove political signs from the city's parks resulted in public works crews removing the signs from almost every green patch in the city. The liberal interpretation of the order by the crews sparked a minor controversy between Ganley and political candidates who spent hours constructing and displaying the signs.
