Abstract

Portland's key legislative initiative during the recent legislative session would have given the city new powers to regulate bars, but the bill failed to pass the Senate. Under the existing law, municipalities only have the power to grant or renew licenses, whereas the proposed legislation would have allowed the city to limit the number of bars in a certain area.
