Abstract

Changes last year in federal law require power utilities to transmit power from another utility or an independent power plant over their lines to a third party. One effect of the rule change is that some power consumers, such as the town of Madison, are able to put their power needs out to bid to some of Maine's 10 small, municipally-owned utilities.
