Abstract

President Clinton's proposal to overhaul Chapter 1, the federal government's largest education program, could mean a 28 percent decrease in the amount of money Maine receives under the program. Maine currently receives $24 million under Chapter 1, but that figure would decrease to $17.3 million if Clinton's proposal is accepted. Details.
