Abstract
President Clinton's decision to give states more flexibility in spending Medicaid funds could make it easier for Maine to save money by limiting eligibility for pregnant women and infants. Recent proposals by Gov. McKernan to tighten restrictions on Medicaid eligibility could be easier too implement under the Clinton plan, though an advocate with Pine Tree Legal Assistance contends that any changes to the Medicaid program would require changes in the federal law.
