Abstract

Attorney General Michael E. Carpenter predicted that his investigation of ballot-tampering allegations probably will result in criminal charges. Kenneth Allen, a top aide of House Speaker John L. Martin, and Michael Flood, a Democratic activist and former legislative employee, are under investigation.
