Abstract

Two commuter parking-shuttle programs at the new $500,000 parking lot on Margianl Way in Portland are sputtering badly. University of Southern Maine students have shown little interest in using the 5-month-old lot and the city has not gotten the shuttle to the downtown area because of costs.
