Abstract

Bangor Hydro-Electric Co. withdrew its state application to build the Basin Mills hydroelectric dam and immediately refiled it, apparently to give the state regulators more time to consider the project. The Board of Environmental Protection was required to act on the original application within a year of filing but failed to do so.
