Abstract

Gov. John R. McKernan's reform plan for school funding is unlikely to be implemented this year because of a lack of planning by state education officials. The plan's specifics and merits are wide open for debate, but some sort of cost controls are inevitable because of the way Maine hands oout money to schols depends on the constant growth of state revenue, which is not a given during times of economic downturn.
