Abstract

Scarborough Downs officials say a proposal to change Scarborough's mass-gathering law would block plans for large outdoor rock music concerns this summer, although town officals dispute that assertion. The proposals, which include noise limites and a ban on alcohol sales, have a ways to go before becoming law.
