Abstract

U.S. represenative Bill Zeliff, R-N.H., says that the preliminary results of a General Accounting Office investigation show that the Portsmouth Naval Shipyard is the victim of inequities in the bidding process for shipyard work. Zeliff says that the structure of the bidding process enables private yards to continually underbid the Kittery yard. Details.
