Abstract

The Portland City Council's finance committee will recommend rejection of a proposal which would have required the city manager to receive council approval before reallocating funds from the operating budget. Councilor John McDonough proposed the rule change after discovering that City Manager Robert Ganley had transferred funds from the public works budget to cover cost overruns on the Hadlock Field renovation project.
